Yes it does. There are laws here in the UK that state that the front windscreen must let in at least 75% of light through and the front side windows must let in at least 70% of light through. There are no rules when it comes to the rear window or any rear side windows. In fact a very popular choice is 90% on the rear window and side windows only. The reason this type of tint is so popular is because it offers a high level of privacy plus it helps to keep your vehicle cool in hot weather.

It is standard procedure to leave your windows up for 3 to 5 days after they have been tinted. This allows the film to cure and adhere properly.
